Hello,

I am a researcher in London interested in collecting data related to licensing restrictions of U.S. federally-funded inventions between agencies and contractors before passage of 1980 Bayh-Dole act. I understand patentviews does not currently have readily available information on this topic, however, I am interested cooperting with USPTO and patentviews by offering my own efforts to help collect and organize the data for both my own and future use of others.

Is there anyone I can contact at the USPTO or patentviews who knows about this topic or is interested in collecting data related to it? Or what is the process for undertaking a project like this?
