The starting year of pre-grant data

Is there any ongoing project to move the starting year of pre-grant data forward to 2000?

The data comes from the USPTO's Patent Application xml files on https://bulkdata.uspto.gov/  It would be nice if they made data before 2001 available but I don't know if they have any plans to do so.  Maybe the patentsview team could apply a little pressure?
