It's unclear to me who is best suited to do this, but could a license be added to the Python API wrapper repo on Github at https://github.com/CSSIP-AIR/PatentsView-APIWrapper?  I'd like to use it for a project, but since I work at a commercial company it is a big no-no to use code that doesn't have any license associated with it.
