Citations to applications and patents

Hi, I'm using the bulk download to get a count of the number of citations that a patent received as well as the number of citations an application got, it seems that for each patent I get the same number of citations, that is, either counting the number of citations from the file "uspatentcitation.tsv" or "usapplicationcitation.tsv" I get the same number (at least for patents granted between 2010-2013). 

Can someone confirm me that this is the expected result, and if that's the case, how can I get the citations that an application got while being reviewed and once it was granted?

I'm not sure I'm following what you are trying to do but not all the patents from 2010-2013 have the same number of references.  If you look at 8,239,001 from August 7, 2012 on uspto.gov you'll see the 511 patents and 33 patent applications it cites.  The 91 patents that cite 8,239,001 can be seen by doing an advanced search for ref/8239001 and isd/1/1/1976->6/30/2020  (those that reference 8,239,001 whose issue dates line up with the bulk data and patentsview database currently).

The same thing can be seen in the bulk data. 8,239,001's 551 patent references are the rows in uspatentcitation.tsv where the second field is "8239001".  The 91 patents that reference it have "8239001" in the third field.  The 33 applications it references are the rows in usapplicationcitation.tsv where the second field is "8239001".

Before 8,239,001 was granted it was application 2006/0025677 and 158 patents reference it ref/2006/0025677 and isd/1/1/1976->6/30/2020 which matches the number of rows in usapplicationcitation.tsv where the third column is "2006/0025677"  Check out this thread https://patentsview.org/forum/7/topic/198 to match granted patents to their applications.
