The location file on the bulk download page has about 800 locations with what looks like UTF-8 characters in them, umlaut etc.  I cannot figure out how to request data from the location endpoint where the city has extended characters.  q={"_begins": {"location_city": "Wipperf"}} returns Wipperfürth, Germany but q={"location_city": "Wipperfürth"}} returns "locations": null.  Is it me or the endpoint?
